Chapter 12: Driving on NYE In the interest of public safety, the Union government of India decided this year to release pamplets across the state bearing Chapter 12 from The White/Brown/Any Man’s Guide To Surviving Goa.

Though universally panned by critics who found the author’s work even more reprehensible than Chetan Bhagat’s, authorities found that certain paragraphs from the aforementioned chapter (that also featured helpful accompanying illustrations) could be of use to the thousands of tourists who throng to the state during Christmas and New Year week to get smash faced and lie face down in the sand at Calangute or Baga. [...] Even though most of the author’s work is hardly lucid, leading to some to believe that he might have been under the influence of several hallucinogens at the time of penning this work, Chapter 12 that only deals with driving etiquette on December 31 has come to use of many folks, and even bureaucrats, which could explain why this work came into the hands of government officials in the first place.

The local police are extremely grateful for the guide that now allows them to focus on more important matters like shutting down music festivals and rushing out to save yet another Caucasian tourist who got pawed by out-of-state Indian tourists wearing ‘I Love Goa’ t-shirts.

And if all this wasn’t unbelievable enough, the author might also be felicitated by the state traffic police for addressing their chief bugbear as point one, that is, drivers who keep their headlights at full beam, thereby blinding all others coming in on the opposite lanes.

Only in Goa, could a hobo’s mumbling find meaning. Cheers to that.
